Detailed Rules of the CPC for Recruiting Party Members

        CHAPTER 1 GENERAL PROVISIONS

Article 1 In order to standardize the work of recruiting Party members, ensure the quality of newly recruited Party members, and maintain the progressiveness and purity of the Party, the Detailed Rules are formulated in accordance with the Constitution of the CPC and relevant provisions within the Party.

Article 2: Grassroots Party organizations should make it a regular and important task to recruit advanced individuals who have Marxist beliefs, communist consciousness, and beliefs in socialism with Chinese characteristics, and consciously practice the core socialist values into the Party.

Article 3: The work of developing party members shall implement the Party's basic theories, basic lines, basic programs, basic experiences, and basic requirements. In accordance with the overall requirements of controlling the total number, optimizing the structure, improving quality, and playing a role, we shall adhere to the party member standards stipulated in the Party Constitution and always put political standards in the first place; Adhere to cautious and balanced development, and carry out it with leadership and planning; Adhere to the principles of voluntary joining the Party and individual absorption, mature one, and develop one.

   Chapter 2: Identification and Education of Active Party Members

Article 4: Party organizations shall enhance the understanding of the Party among non Party members and continuously expand the ranks of active Party members through promoting the Party's political propositions and conducting in-depth and meticulous ideological and political work.

Article 5 Chinese workers, peasants, soldiers, intellectuals and advanced elements of other social strata who have reached the age of 18 and who recognize the Party's program and constitution, are willing to join and work actively in one of the Party organizations, implement the Party's resolutions and pay party dues on time may apply to join the CPC.

Article 6: Applicants for Party membership shall submit their application to the Party organization of the unit where they work or study. If there is no work or study unit or the work or study unit has not established a Party organization, they shall submit their application to the Party organization of their place of residence.

Article 9: Party organizations shall designate one to two formal Party members as contact persons for the training of active Party members. The main task of cultivating contacts is:

(1) Introduce the basic knowledge of the Party to active party members;

(2) Understand the political consciousness, moral qualities, current performance, and family situation of active party members, do a good job in cultivating and educating them, and guide them to correct their motives for joining the party;

(3) Timely report the situation of active party members to the party branch;

(4) Propose to the party branch whether active party members can be included as development targets.

Article 10 Party organizations shall adopt methods such as absorbing active Party members to attend Party lectures, participate in relevant Party activities, allocate them with certain social work, and provide centralized training to educate them on Marxism Leninism, Mao Zedong Thought, and the theoretical system of socialism with Chinese characteristics, the Party's line, principles, policies, and basic knowledge, the Party's history and fine traditions, work style, and socialist core values, so that they understand the nature, program, purpose, organizational principles, and discipline of the Party, understand the obligations and rights of Party members, help them correct their motives for joining the Party, and establish a lifelong belief in striving for the cause of communism.

Article 11: The Party branch shall conduct a semi annual inspection of active Party applicants. The grassroots party committee conducts an annual analysis of the status of the active members joining the party. Take improvement measures for the existing problems.

Article 12: If there is a change in the unit (place of residence) where the active party member works or studies, they shall promptly report to the original unit (place of residence) party organization. The original unit (place of residence) party organization shall promptly transfer relevant materials such as training and education to the current unit (place of residence) party organization. The party organization of the current unit (place of residence) should carefully review the relevant materials and continue to do a good job in training and education. The duration of education can be continuously calculated.

 CHAPTER 3 Determination and Investigation of Development Objects

Article 13: Active Party members who have undergone more than one year of training, education, and investigation and have basic qualifications for Party membership can be listed as development targets after listening to the opinions of the Party group, training contacts, Party members, and the masses, and after discussion and approval by the branch committee and reporting to the higher-level Party committee for record.

Article 14: The development target shall have two formal party members as introducers for joining the party. The introducer for joining the Party is generally appointed by the training contact person or designated by the Party organization.

Party members who have been placed on probation and have not yet regained their party membership rights are not allowed to serve as party introducers.

Article 15: The main tasks of the introducer for joining the Party are:

(1) Explain the Party's program and constitution to the development target, and explain the conditions, obligations, and rights of Party members;

(2) Thoroughly understand the motivations, political consciousness, moral qualities, work experience, and actual performance of the development targets, and truthfully report to the party organization;

(3) Guide the development objects to fill in the CPC Volunteer Letter for Joining the Party, and carefully fill in their own opinions;

(4) Responsible for introducing the development targets to the branch meeting;

(5) After the development target is approved as a probationary party member, continue to provide education and assistance to them.

Article 16: Party organizations must conduct political review of development targets.

The main content of political review is: attitude towards the Party's theory, line, principles, and policies; Political history and performance in major political struggles; Compliance with laws and social ethics; The political situation of immediate family members and major social relationships closely related to oneself.

The basic methods of political review are: talking to oneself, reviewing relevant archival materials, contacting relevant units and personnel to understand the situation, and conducting necessary correspondence or external investigations. After listening to my introduction and reviewing relevant materials, if the situation is clear, there is no need to send a letter or conduct an external investigation. When conducting political review on the development targets of floating personnel, the opinions of the grass-roots party organizations in their registered residence and residence should also be solicited.

Political review must be serious, pragmatic, and pay attention to one's consistent performance. The review should form conclusive materials.

Those who have not undergone political review or have failed political review are not eligible to join the Party.

Article 17: Grassroots party committees or county-level party committee organizational departments shall provide short-term centralized training for development targets. The training time is generally not less than three days (or not less than twenty-four hours). During the training, the main focus is on studying documents such as the Party Constitution and the "Several Guidelines for Political Life within the Party". The "Party Joining Textbook" compiled by the Central Organization Department can be used as learning guidance materials.

Untrained individuals are not allowed to develop their membership in the Party, except in certain special circumstances.

Chapter 4: Reception of probationary party members

Article 18: The acceptance of probationary party members shall be strictly handled in accordance with the procedures stipulated in the Party Constitution.

Article 19: The branch committee shall conduct a strict review of the development targets, and after collective discussion and deemed qualified, submit them to the grassroots party committee with approval authority for preliminary review.

Grassroots party committees review the conditions and education situation of development targets, and listen to the opinions of relevant departments such as discipline and law enforcement as needed. The review results shall be notified to the Party branch in written form, and the CPC Volunteer Letter for Joining the Party shall be issued to the development objects who pass the review.

If the development target will leave the work or study unit within the next three months, the procedures for accepting probationary party members are generally not processed.

Article 20: Development targets that have passed the preliminary review by the grassroots party committee shall be submitted to the branch meeting for discussion by the branch committee.

Convene a branch meeting to discuss the acceptance of probationary party members, and the number of attendees with voting rights must exceed half of the number of attendees with voting rights.

Article 21: The main procedures for the branch meeting to discuss the acceptance of probationary party members are:

(1) Report on the development target's understanding of the Party, motivation for joining the Party, personal resume, family and major social relationships, as well as issues that need to be explained to the Party organization;

(2) The introducer introduces the relevant information of the development target and expresses opinions on whether they can join the party;

(3) Report on the review of development targets by the branch committee;

(4) The attending party members had a thorough discussion on whether the development targets could join the party, and voted anonymously. The resolution to accept probationary party members can only be passed if the number of supporters exceeds half of the formal party members who should have voting rights present. Formal party members with voting rights who are unable to attend due to unforeseen circumstances and formally submit written opinions to the party branch before the branch meeting shall be counted in the vote count.

When the branch meeting discusses two or more development targets joining the party, they must be discussed and voted on one by one.

Article 22 The Party branch shall timely write the resolution of the branch meeting into the CPC's Letter of Intention to Join the Party, together with its own application for joining the Party, political review materials, training and education investigation materials, etc., and submit it to the superior Party committee for approval.

The resolutions of the branch meeting mainly include: the main manifestations of the development targets; The number of party members who should attend and have voting rights in actual attendance; Voting results; Date of adoption of the resolution; Signature of branch secretary.

Article 23: Preparatory Party members must be approved by the Party Committee (Working Committee, the same below).

The grassroots party committee under the township (street) party committee cannot approve probationary party members, but should review the probationary party members accepted by the branch meeting.

The Party branch cannot approve probationary party members, but should review the probationary party members accepted by the branch meeting.

Unless otherwise specified, temporary party organizations cannot accept or approve probationary party members.

The Party group cannot approve probationary Party members.

Article 24: Prior to approval by the Party committee, Party committee members or organizers shall be appointed to have talks with the development target to further understand and help the development target improve their understanding of the Party. The interviewers should truthfully fill in the CPC Volunteer Letter for Joining the Party and report to the Party Committee about the conversation and their opinions on whether the development target can join the Party.

Article 25: The Party committee must collectively discuss and vote on the approval of probationary Party members.

The Party committee mainly reviews whether the development targets meet the conditions for Party membership and whether the procedures for joining the Party are complete. Those who meet the requirements for party membership and have complete procedures for joining the party shall be approved as probationary party members. The examination and approval opinions of the Party Committee shall be written into the CPC's Letter of Intention to Join the Party, indicating the start and end time of the preparatory period, and notifying the Party branch that submitted for approval. The party branch shall promptly notify the individual and announce it at the party member meeting. For those who have not been approved to join the Party, the Party branch and themselves should be notified to do a good job in ideological work.

When the Party committee approves two or more development targets to join the Party, they shall review and vote on them one by one.

Article 26: The Party committee shall approve the resolution submitted by the Party branch to accept probationary Party members within three months and report it to the higher-level Party committee organization department for filing. In case of special circumstances, the approval time may be appropriately extended, but not exceeding six months.

Article 27: In special circumstances, the Central Committee of the Party and the committees of provinces, autonomous regions, and municipalities directly under the Central Government may directly accept Party members.

Article 28: Individuals who have heroically sacrificed themselves for the interests of the Party and the people in the cause of socialism with Chinese characteristics, have outstanding deeds, have a significant impact within a certain scope, have consistently performed well during their lifetime, and have made requests to join the Party organization may be posthumously recognized as Party members.

The recognition of party members must be strictly controlled, discussed and decided by the party organization of the unit, reviewed by the higher-level party committee, and approved by the provincial-level party committee.

  Chapter 5: Education, Examination, and Confirmation of Preparatory Party Members

Article 29: Party organizations shall promptly incorporate probationary party members approved by higher-level Party committees into Party branches and groups, and continue to educate and inspect probationary party members.

Article 30: Preparatory Party members must take the oath of joining the Party in front of the Party flag. The oath taking ceremony for joining the Party is generally organized by grassroots Party committees or Party branches (Party branches).

Article 31: Party organizations shall educate and inspect probationary Party members through Party organizational activities, listening to personal reports, individual heart to heart talks, centralized training, practical exercises, and other means.

Article 32: The probationary period for probationary party members is one year. The probationary period starts from the date when the branch meeting approves him/her as a probationary party member.

Upon completion of the probationary period for a probationary party member, the party branch should promptly discuss whether they can be converted into a formal party member. Those who conscientiously fulfill their obligations as party members and meet the conditions for party membership should be converted to formal party members on schedule; For those who need further investigation and education, the preparatory period can be extended once, with a maximum extension of no less than six months and no more than one year; Those who fail to fulfill their party member obligations and do not meet the conditions for party membership shall have their probationary party member qualifications revoked.

If a probationary party member violates party discipline and the circumstances are relatively minor, but still retains the qualification of a probationary party member, they should be criticized and educated or their probationary period should be extended; Those with serious circumstances shall have their probationary party membership revoked.

The conversion of probationary party members to formal party members, extension of probationary period, or cancellation of probationary party member qualifications shall be discussed and approved by the branch meeting and the higher-level party organization.

Article 33: The procedures for probationary party members to become regular members are as follows: the individual submits a written application for regular membership to the party branch; The party group puts forward opinions; The party branch solicits opinions from party members and the masses; Branch committee review; The branch meeting discussed and voted to approve; Report to the higher-level Party committee for approval.

The requirements for the number of attendees and the number of supporters for the branch meeting discussing the conversion of probationary party members are the same as those for the branch meeting discussing the acceptance of probationary party members.

Article 34: The Party committee shall approve the resolution submitted by the Party branch to convert probationary Party members into regular members within three months. The approval result should be promptly notified to the party branch. The party branch secretary shall have a conversation with me and announce the approval results at the party member meeting.

The party membership of a party member shall be counted from the date of conversion from probationary period to formal party member.

Article 35: If there is a change in the work or study unit (place of residence) of a probationary party member whose probationary period has not yet expired, they shall promptly report to their original party organization. The original party organization should promptly and responsibly introduce the situation of their training, education, and investigation to the party organization that accepts probationary party members.

The party organization shall conduct strict examination of the admission materials of the transferred probationary party members. For probationary party members who cannot be identified, approval shall be obtained from the organizational department of the party committee at or above the county level, and they shall not be recognized.

Article 36: Grassroots party organizations may postpone the discussion on the issue of probationary party members who have been transferred, if deemed necessary, for a period not exceeding six months upon the expiration of their probationary period. For those who become formal party members, their probation period shall be counted from the date of expiration of the probationary period.

Article 37 After a probationary party member becomes a full member, the party branch shall promptly submit his "CPC Application for Membership", application for membership, political review materials, application for becoming a full member, and training and education investigation materials to the party committee for storage in his personnel file. For those without personnel files, party member files shall be established and kept by the organizational department of the party committee or county-level party committee where they are located.

Chapter 6: Leadership and Discipline in Developing Party Members' Work

Article 38 Party committees at all levels shall include the development of party members as an important agenda item, incorporate it into the responsibility system of party building work, and make it an important part of party building work reporting, evaluation, assessment, and party affairs disclosure.

The Party committees of cities (prefectures, leagues) and counties (cities, districts, banners) shall conduct inspections on the development of Party members every six months, and the Party committees of provinces, autonomous regions, and municipalities directly under the central government shall conduct inspections once a year. Report the inspection results in a timely manner and report them downwards.

Pay attention to developing party members from young workers, farmers, and intellectuals, and optimize the structure of the party member team. For grassroots party organizations that meet the conditions for developing party members but have not been engaged in the work of developing party members for a long time, the higher-level party committee should strengthen guidance, supervision and inspection, and if necessary, carry out organizational rectification.

Article 39: The organizational departments of party committees at all levels shall report annually to the party committees at the same level and the organizational departments of higher-level party committees on the work of developing party members and the work plan for developing party members, truthfully reflecting biased issues and the investigation and punishment of violations of regulations in developing party members.

Article 40: Party committees and their organizational departments at or above the county level shall attach importance to the selection, allocation, and training of organizational personnel, and fully play their role in the development of party members.

Article 41: Party organizations at all levels shall seriously investigate and deal with violations of discipline and rules, as well as unethical practices that arise in the development of party members. Party organizations and their leaders, as well as those directly responsible, who do not adhere to standards, fail to follow procedures, exceed approval deadlines, neglect their duties in training and inspection, or have lax review and control, shall be criticized and educated. Those with serious circumstances shall be subject to disciplinary action. Typical cases should be promptly reported, and those who violate regulations by being admitted into the Party shall not be recognized and announced at the branch meeting.

Those who use fraudulent or other means to develop individuals who do not meet the requirements for party membership into party members, or issue party membership certificates for non party members, shall be dealt with seriously in accordance with discipline and law.

Article 42 The format of the CPC's Volunteer Letter for Joining the Party shall be formulated by the Organization Department of the Central Committee, and uniformly printed by the organization department of the provincial party committee according to the format, and strictly managed.

Chapter 7 Supplementary Provisions

Article 43: These detailed rules shall be interpreted by the Central Organization Department.

Article 44: These detailed rules shall come into effect from the date of their promulgation. The Detailed Rules of the CPC for Recruiting Party Members (for Trial Implementation) (ZZF [1990] No. 3) shall be repealed at the same time.
